The Office of the Civil Service Commission (OCSC) serves as the secretariat of the Civil Service Commission and is the central agency in charge of advising the public sector in managing human resource and protecting merit system practices of the civil service. Furthermore, it evaluates and advances work quality, environment, and quality of life of government officials in order to facilitate their professional performance based on the principle of merit and good governance, aiming at the benefit of the people and the sustainable development of the nation.

The OCSC is a government agency under the Prime Minister’s Office, headed by the Secretary-General and directly accountable to the Prime Minister.

Responsibilities of the OCSC are to:

  • carry out duties as assigned by the Civil Service Commission
  • study, analyze and undertake research on civil service human resource management
  • develop a data system and prepare a civil service workforce plan
  • develop, co-ordinate, publicize, advise on, and implement welfare policies for civil servants
  • co-ordinate and implement activities for development of civil service human resource
  • carry out the administration of government scholarships and the King's Scholarships to serve the need for manpower in ministries, bureaus and departments
  • provide oversight of government officials and private students studying or training abroad
  • consider and accredit degrees, vocational and professional diplomas and other educational credentials for the purpose of reinstatement and appointment to the civil service and to set appropriate position levels and salary steps
  • maintain records of civil servants to oversee the retirement process for civil servants
  • prepare annual reports on managing human resource in the civil service to the Civil Service Commission
